ISLAMABAD: An inquiry conducted by the National Commission for Human Rights claims that at least 444 people were killed in 192 encounters conducted by former Malir SSP Rao Anwar in Karachi.
“From the record shown, copy not provided, it became evident to the inquiry team that Rao Anwar has been involved in 192 encounters in which 444 people were killed,” according to the findings of the report shared by NCHR Chairman Justice (r) Ali Nawaz Chowhan at a press conference on Friday.
The report was compiled by NCHR team on the directions of the National Assembly speaker to conduct a fact-finding inquiry into the death of Naqeebullah Mehsud in an alleged encounter conducted on the orders of Rao Anwar.
The report has already been submitted to the speaker.
“Keeping circumstantial evidence and its analysis, the NCHR inquiry team is of the opinion that the case is that of an extrajudicial killing, rather than a police encounter as claimed by the police party involved,” reads the report.
“Karachi has turned into a killing field and the matter of concern is that the Sindh government has no strong writ,” NCHR chief said, adding the Sindh government had failed to arrest former SSP Rao Anwar, who is the prime suspect in the case.
“The question which arises now is that why Rao Anwar could not be arrested so far and where is the government machinery which has failed to nab a wanted man. Is he such a blue-eyed person who he cannot be detained? Where is the writ of the government?” he questioned.
“We demand that prime minister and the Sindh chief minister establish a judicial commission to investigate Naqeeb’s killing … since formation of the joint investigation team (JIT) will be a futile effort,” he said. “We strongly believe that in this case JIT will be of no use as it will be comprised of same police officials and Anwar’s colleagues. Therefore, a judicial commission can be the best option to further investigate into the matter,” he added.
The report also suggests conducting a judicial inquiry not just in the killing of Naqeebullah but also regarding three other deceased by an inquiry commission which may be constituted under Section-3 of the Pakistan Inquiry Commission Act, 2017.
The judicial commission may also investigate the long-standing notion that some 12,000 policemen recruited in Karachi police have criminal background, he noted.
